QLD Higher Level Skills Program

The Higher Level Skills Program is facilitated and funded by the Department of Trade, Employment and Training Skills Assure VET Investment Program.

The Higher Level Skills program provides eligible individuals with access to a subsidised training place in selected certificate IV level or above qualifications and priority skill sets.

Foundation Education is currently an approved Skills Assure Supplier delivering subsidised training through the Higher Level Skills Program.

FAQs

To be eligible to access subsidised training through the Higher Level Skills program, you must:

  • be a Queensland resident
  • be aged 15 years or over, and no longer at school
  • be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
  • not hold a certificate IV or higher-level qualification, not including qualifications completed at school and foundation skills training; and
  • not be enrolled in another qualification, not including foundation skills training.

As a condition of your enrolment, you may receive a survey from the Department of Trade, Employment and Training seeking information about your training experience.

It is important to note that an individual is no longer eligible for a government subsidised training place under the Higher Level Skills once they complete a certificate IV or higher level vocational qualification.

Individuals undertaking training through the Higher Level Skills program must contribute to their training costs through a co-contribution fee.

The out-of-pocket expense to you will vary depending on the course you elect to undertake and is set by Foundation Education. This co-contribution fee is detailed on the Foundation Education website above and is made clear to you prior to your enrolment.

While the fee amount is determined by Foundation Education, it should be expected the co-contribution fee will be greater for higher-level training given the increased benefits that accrue to individuals and industry.

The co-contribution fee may be paid on your behalf by an employer or another third party. Foundation Education (or any other related organisation) cannot pay or waive your training fees unless explicit approval has been sought and received from the Department.

Concessional fees may apply in certain situations which will result in a lower co-contribution fee. The following students are entitled to concessions:

  • students (or their partner or guardian) who hold a Health Care or Pensioner Concession Card
  • Aboriginal and Torres Strait Islander students
  • students with a disability
  • students who are adult prisoners.

The Total Co-contribution Fee listed with an asterisk (*) indicates that the course includes one or more units to be completed through an external training provider of your choice. Once obtained, these units will be recognised following our standard Credit Transfer policy. Our website's course information page outlines the specific unit(s) that must be completed externally.  The cost to complete these external units is not included in the total co-contribution fee listed, and we do not charge additional fees to process your Credit Transfer.

As a general guide, the cost for one First Aid unit (HLTAID011) typically ranges from $100 to $250, depending on factors such as course location, delivery method, and provider. Student will be required to pay the cost of these units directly to their preferred external provider.
